GENERAL PURPOSE:
You will be expected to provide administrative and customer service by directing personnel and maintaining the transit operations. You will oversee the implementation of the major planning and financial development, while managing activities and staff to maintain transit programs within the framework of PATS and Prowers County Policies. The incumbent in this positionmust be prepared to handle unexpected problems that disrupt transit operations and efficiency.
ESSENTIAL JOB FUNCTIONS:
Coordinate daily transit operations by directing the movement of vehicles, scheduling of vehicles and staff, preparation of weekly, monthly and annual operations performance data. Works closely with the staff and residents to evaluate existing transit services and make recommendations for new services and system improvements. Responsibilities will include overseeing the research and locating funding options for Transit; build and maintain relationships that foster growth; introduce new ideas and solutions that will increase the
efficiency of services. The incumbent will oversee the annual budget recommendations, preparation and presenting the budget to the Prowers County Commissioners. The incumbent will work closely with the Transit Administrative Specialist on all reporting requirements relative to FTA and other funding sources to ensure that they are met in a timely manner.
OTHER FUNCTIONS AND RESPONSIBILITIES:
Must have the ability to facilitate public meetings and effectively communicate ideas, arguments and budget proposals to the Prowers County Board of Commissioners. The incumbent must have the ability to independently solve complex problems of public transportation within the policies and procedures of Prowers Area Transit and Prowers County. Must work closely with the staff on personnel manners and be able to assist in the completion of all payroll records. Will need the ability to cooperatively resolve conflicts with staff and handle concerns from the general public. Will manage the responsibilities for the maintenance and safe condition of the 5-bay transit bus garage and Transit office. Job Duties will include the responsibility of the supervision and coordination of transit operations within the policies of Prowers Area Transit and Prowers County.

Knowledge, Skill and Ability
Incumbents must possess the following: Problem solving and analytical ability to research and compose reports, publications and various analyses. Knowledge of MSWord, MS Excel and other publication software is highly desirable; must possess the abilities to make sound judgments and exhibit patience when dealing with stressful situations; follow instructions communicated in both oral and written form; communicate in a positive, friendly and professional manner with clients, staff and the general public.
EDUCATION OR FORMAL TRAINING:
College Education(degree) preferred but not necessary.
EXPERIENCE:
Experience in public administration/management, related transit work experience and training a plus.
WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
The incumbent in this position will perform their duties primarily inside an office and occasionally inside a bus, may remain in a sitting position for extended periods of time. Basic duties will mostly require sitting at a workstation, operating a computer terminal and telephone; exerting up to 50 pounds to lift, carry, push pull or move objects
