Wage: $45,000 - $55,000 +/- DOQ/Exp

General Statement of Duties:
Provides comprehensive personnel services to all County Departments. Processes new employees and terminations and acts as Benefits and FMLA Manager. Prepares the County payroll and related activities. Coordinates annual Wellness Programs including the County Health Fair and Open Enrollment. Works to ensure that all County personnel policies are followed and records are kept confidential. Ensures the Board of County Commissioners is kept apprised of activities, as it is appropriate.
Supervision Received:
Works under the supervision of the County Administrator.
Essential Duties and Responsibilities:
- Oversees the administration of policies for all aspects of human resources management.
- Assists County departments and elected offices in administering the Prowers County policies and other related policies and procedures.
- Provides policy guidance and direction to County staff regarding human resource management best practices, including recommending policy changes or updates to the County Administrator.
- Administration and review of employee benefit programs.
- Administration of the County's employment policies to ensure compliance with all applicable federal and state laws and regulations pertaining to employment.
- Accurately prepares the County payroll and completes all Payroll-related activities.
- Oversees the maintenance and security of the County's personnel files/records.
- Completes appropriate cross-training with the Finance Director and Accounts Payable/ Administrative Assistant to ensure consistent operations within the Administration Office.
- Performs other duties as appropriate or necessary for performance of the job.
Minimum Qualifications:
- Two (2) years experience in human resource and payroll management, a directly related field, or in the performance of similar duties and responsibilities required.
Necessary Knowledge, Skills and Abilities:
- General office practices and procedures.
- Routine software and business application including, but not limited to, word processing, spreadsheets, presentation software, and databases.
- Communicate clearly and concisely, both verbally and in writing.
- Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
- Establish and maintain effective working relationships with Elected Officials and other County employees.
- Regular, predictable attendance.
- Federal and state laws and regulations pertaining to all aspects of public sector human resource management.
- Perform duties independently without close supervision.
- Demonstrate a high degree of ethics, integrity, and discretion.
- Manage multiple assignments within established deadlines.
